At the General Membership meeting on July 20, 2010, the members of Local 1321 voted on the Administration's demands that would avert Administration’s layoffs of 46 Union members.

Administration's demands are as follows:

  • Annual Leave (AL) carryover will be permanently reduced to 0, requiring all staff to use all AL leave each year;
  • Five day furlough (unpaid leave) for Union members only;
  • Administration will only provide a conditional proposal of no layoffs until June 30, 2011;
  • Members could still be laid off during the year;
  • The Union must agree to both the annual leave and furloughs proposals or there is no deal;
  • If the Union agrees to these proposals, the 46 layoffs will be averted for now.
    The Administration will only agree to a conditional "no layoff" proposal in fiscal year, July 1, 2010 to June 30, 2011 to avert layoffs of 46 Union members;
The conditions are:

  • If a mid year budget cut is implemented before December 31, 2010 and is greater than $2 million there will be layoffs before December 31, 2010.
  • If a mid year budget cut is implemented after January 1, 2011 there will be no layoffs for the remainder of the fiscal year; though members may receive layoff notices that would be effective on July 1, 2011.
  • If the Library's budget is cut again next fiscal year (beginning on July 1, 2011) we will be facing layoffs again.

Union members must agree to the following concessions to receive this conditional "no layoff" proposal:

  1. Permanent 0 days Annual Leave carryover
    • One-time savings of $1,635,090 to the Administration Avert layoff of 31 positions
    • Every July 1st you will have no annual leave carryover. All staff must use all AL leave each year.
    • You will only be able to take vacation in the summer if Administration allows you to borrow annual leave.
    • Staff will be allowed to borrow 50% of their annual leave at administration’s discretion.
  2. 5 days of Furloughs, spread throughout the year.
    • One-time savings of $783,042 to the Administration.
    • Avert layoff of 15 positions.
    • Implementation of particulars have to be negotiated

    347 members voted, 297 rejected the Administration's demands and 50 accepted the Administration's demands. With this bittersweet result, the Union's bargaining committee informs Administration that Local 1321 rejects their demands.
