Section 1. Involuntary Transfers and Assignments.
(A) Where the Library determines that a vacancy must be filled by transfer in the classification of:
Office AideCustodial Assistant
Junior Library Custodian
Assistant Library Maintainer
Library Maintainer
the transfer shall be made on the basis of inverse system-wide seniority in title.
(B) Where the Library determines that a vacancy must be filled by transfer in all other employee titles, the transfer shall be made on the basis of inverse system-wide seniority consistent with the best possible needs of service, with the following exceptions: (1) training reassignments; (2) promotional reassignments; (3) where, in the judgment of the Library, special needs exist; and (4) undue and severe individual hardships.
(C) Except for unforeseen circumstances, ten (10) working days notice of involuntary transfers will be given.
(D) Involuntary temporary assignments will not exceed twenty (20) working days.
Section 2. Voluntary Transfers.
Each department shall maintain a request-for-transfer list. When the Library determines that a vacancy in an agency shall be filled by transfer, the department head shall select the most qualified person on the transfer list. In the event two or more persons are equally qualified, in the sole determination of the department head, the employee with greatest seniority in title shall be selected. The Union shall be notified of transfer requests as they are received.
