AGREEMENT WITH LOCAL 1321

 

ARTICLE XIV - LABOR-MANAGEMENT COMMITTEE

Section 1.

The Library and the Union, having recognized that cooperation between management and employees is indispensable to the accomplishment of sound and harmonious labor relations shall jointly maintain and support a Labor-Management Committee.

Section 2.

The Labor-Management Committee shall consider and recommend to the Library changes in the working conditions for employees covered by this Agreement. Matters subject to the grievance procedure shall not be appropriate items for consideration by the Labor-Management Committee.

Section 3.

The Labor-Management Committee shall consist of eight (8) members who shall serve for the term of this Agreement. The Union shall designate four (4) members and the Library shall designate four (4) members. Members of the Committee shall be designated for each meeting by both parties according to the agenda to be discussed. The committee shall select a chairman from among its members at each meeting. The chairmanship of such committee shall alternate between the members designated by the Library and the members designated by the Union. A quorum shall consist of a majority of the total membership of the committee. The committee shall make its recommendations to the Library in writing.

Section 4.

The Labor-Management Committee shall meet at the call of either the Union members or the Library members at a time mutually agreeable to both parties. At least one week in advance of a meeting the party calling the meeting shall provide to the other party a written agenda of matters to be discussed. Minutes shall be kept and copies supplied to all members of the Committee.

Section 5.

In the event that the Library determines to introduce new equipment or related systems that impact on staff working conditions, the Library agrees to notify the Union of such in advance and the subject of such equipment or systems may be discussed in the Labor-Management Committee. The determination as to whether or not to introduce such equipment or systems shall be within the sole discretion of the Library and shall not be subject to the grievance procedure.
