Section 1.
The Library recognizes the Union as the exclusive bargaining representative of employees whose salaries are funded by the City of New York and who are in the bargaining units described in Article II, and any employees who may be added thereto by certification, on matters affecting terms and conditions of employment which must be uniform for such employees.
Section 2.
Collective Bargaining under this Agreement shall not include matters which are covered by collective bargaining agreements entered into between District Council 37, AFSCME; and the City of New York (hereafter "the Citywide Contract") or Labor Relations Orders, as more particularly defined in Article XV below.
